Ms. Maria Cauchi Delia, CEO, The Malta Institute of Accountants
Maria Cauchi Delia is Chief Executive Officer of the Malta Institute of Accountants, where she leads the Institute in achieving its strategic objectives and represents the profession in engagements with key stakeholders at national and international level. She also contributes to discussions with national and international institutions on matters concerning the accountancy profession and the wider financial sector.
A Certified Public Accountant, Maria has extensive experience across both the public and private sectors, having worked with various institutions in Malta and abroad. She holds a degree from the University of Malta and is a Fellow Member of the Malta Institute of Accountants.

Mr. Colby Mangels, Global Head of Government Solutions, TAXBIT
Colby Mangels is Global Head of Public Policy and Product Strategy at Taxbit, where he works with digital asset service providers and financial institutions on tax reporting, compliance and regulatory frameworks.
He previously served as an advisor at the OECD, playing a leading role in the development of the Crypto-Asset Reporting Framework (CARF) and international standards for crypto-asset tax reporting. He also contributed to the development of AML/CFT standards for virtual assets at the Financial Action Task Force (FATF). His broader experience spans government and private practice, with a focus on tax policy, digital assets and financial regulation.

Mr. Timothy Borg Olivier, Director Tax, Deloitte and MIA Representative
Timothy Borg Olivier is a lawyer and Senior Manager within Deloitte Malta’s International Tax team, where he advises local and international clients on cross-border transactions, with particular expertise in the iGaming industry.
He studied law at the University of Malta before obtaining an Advanced Master’s in International Tax Law from the International Tax Centre at Leiden University, where he subsequently served as a Teaching Assistant.

Mr. Herman Ciappara, Senior Technical Advisor, FinTech Supervision, MFSA
Herman Ciappara is Senior Technical Advisor at the Malta Financial Services Authority (MFSA). He joined the Authority in 2019 as Head of the FinTech Supervision Function, where he was responsible for supervising the Virtual Financial Assets sector and later the non-bank Financial Institutions sector.
Prior to joining the MFSA, Herman held several senior management positions at the Central Bank of Malta.

Dr Jonathan Phyall, Head, Legal Affairs Section, FIAU
Dr Jonathan Phyall is Head of the Legal Affairs Section at the Financial Intelligence Analysis Unit (FIAU). A lawyer by profession, he joined the FIAU in 2016 and has represented both Malta and the FIAU across a number of European and international fora.
He has also been closely involved in drafting amendments to Malta’s anti-money laundering framework, including the Prevention of Money Laundering Act, the Prevention of Money Laundering and Funding of Terrorism Regulations and the Implementing Procedures.
